ADISA Lab meets La 27e Region
Since our creation, our aim is to learn from the best innovation lab’s experiences worldwide.
This is why, after a research, we found La 27e Region. The latter is one the best labs in the world, with a 10 years’ experience in the field of public administration innovation. La 27e Region is committed to innovation by using different tools and methods, and emphasizing user experience as a starting point for re-examining public policies.
A study visit was on our plans, so we went in Paris, France, from April 18th to April 19th 2019. The program of this study visit included two visits in the premises of La 27e Region (Halle Superpublic and Halle Civique Belleville). An example of how innovation labs can work independently, in an efficient way, surrounded by innovative tools.
After that session, La 27e Region representatives presented us with their successful projects, fully implemented in the whole territory of France, such as “Territories in Residencies”, “La Transfo” and “Les Eclaireurs”. Upon an overview of public sector innovation in France, we were ready to put our hands on a workshop based on a real case, run by Mr. Julien Defait, service designer at La 27e Région. During this workshop, we divided in two groups, each of us proposing a single project. Mr. Julien Defait explained on how to work on a project, including: envisaged public policy, mission, objectives, territory to be implemented, team to work on, skills, users and partners, testing solutions and deliverables. We learned by doing, and we will implement this methodology in our daily work in Tirana.
Afterward, what was an unexpected beautiful surprise for us was a meeting with French Government innovation professionals from the National Department for Public Transformation, Mr. Jean-Baptise Bodin and Mr. Baptiste N’Tsama. They gave us an overview of the new approach to public policy making, for public sector innovation.
The second day, we had another discovering meeting with the Lab Pole Emploi of the National Employment Agency, where we had a presentation of its projects, held by Mr. Loic Remaud. The latter, gave us a full overview of the support and assistance methods adapted to different jobseeker profiles, while delivering high quality professional development counselling, encouraging international mobility and developing jobseekers skills.
What we found very interesting and would like to implement in our job, is the creation of an online career counselling, as if Pole employ did, www.pole-emploi.fr. The website includes a dedicated space for registering, exploring trainings, learning how to prepare curriculum vitae, learning how to prepare for an interview, and how to create an enterprise as well.
Following, Mr. Stéphane Vincent (CEO of La 27e Region) and Ms. Sylvine Bois-Choussy (International Project Manager) gave us an overview of the public innovation sector in France and Europe, including the work of many labs in Europe, as an example of how important and relevant is the existence of an innovation lab.
In the last session, it was the round of ADISA Lab to have an overview of what we learned from the different projects presented and explore many challenges faced in our road to innovation. This study visit was an enriching experience for us, because we learned about the best practices and shared our experience as well.
