How to build an Innovation Lab ?


Innovation stands for the revolutionary way of thinking, to embrace a new approach, using other tools and means, trying new strategies, seeing things from a different angle and as a result fostering a total radical mentality on how to deal with solving problems.Alexander Graham Bell invented the first telephone, a full revolution. More than a century after this event, Apple showed the world IPhone. That means innovation.  As a result innovation can be broken down in 4 main questions or issues. Why, what, how and what if…?


Since we are speaking about the public services, WHY stands for the public itself. We deal with public as we are the public. We compose it. Every individual needs to know and realize its proper position in the construction of the public. Public services are vital to the people, being served in a short and quick time, without administrative burdens.  Saying this, it is more than crucial to put the citizen first and trying to bring innovative ideas and solutions, based on the needs from the citizens.


WHAT do we do? We deliver public services and aim to figure ways to integrated means such as, electronic services. Usually it is a bit difficult realizing the difference from why and what, or knowing which one of this phases has to start first? Theories accept both of them. You can start with an idea and latter dealing with all the whys that you face. The second one means discovering the strategy first and then applying it. Public services in Albania have had a totally prejudicing opinion as the people were not served properly. That was the main reason, we had to deal with the why question first. Saying this, we know well now what we are doing.


HOW, means applying the ideas in practise. After the discussion and the collision of opinions we have the strategy and the focus on how we shall proceed. Innovation means an objective in your mind and featuring futuristic or new ways of reaching it. Albania has never tried technology in a spread application. So, electronic services are the main aim. Also re-engineering, standardization and cutting short the administrative burdens were all totally innovative ways, which we have brought to practise in order to WHAT we are doing and answering all the WHYS as step by step we improve.


Finally, but not the least, suspect. WHAT IF!? When we started this new adventure, nobody knew and still knows how this is going to end. But who does? ADISA has taken in consideration different models from around Europe to collect the best ways of service delivering. We have contracted different experts to learn from the best on how to deal with challenges we face and still we can face failure. ADISA has taken in consideration this option as well and every step we take, measurements are being made, to avoid fragile path, which could damage our way. However, we are ready to change the approach if our current one it’s not functioning properly. But, according to the citizens, and they are our barometer on measuring experiments, we are on the right way
